Top UK court rejects bid to free US-held detainee

LONDON (AP) ? Britain's Supreme Court on Wednesday quashed a bid by a Pakistani man held without charge by the U.S. in Afghanistan to force U.K. authorities to secure his release.

Yunus Rahmatullah, 30, was captured by British forces in Iraq in 2004 and handed over to the Americans, who sent him to a prison at Bagram air base in Afghanistan.

Last year a lower court ordered Britain to seek Rahmatullah's release on the grounds that under international law it was responsible for his care and had the power to ask the U.S. to free him.

But the order ? known as a writ of habeas corpus ? was canceled after U.S. officials refused to cooperate.

Habeas corpus is an ancient legal principle ? Latin for "you have the body" ? requiring authorities to bring a prisoner before a court so it can judge the legality of the detention.

The Supreme Court ruled Wednesday that both the original order and the decision to scrap it had been legal.

The judges said Britain had been right to seek Rahmatullah's release, but it was clear U.S. authorities "felt they were holding Mr. Rahmatullah lawfully and were not willing to relinquish control of his detention to the U.K."

Jamie Beagent, a British lawyer representing Rahmatullah, said the ruling was a victory because the Supreme Court had backed his client's case in principle.

"Sadly, despite the fact that in international law Mr. Rahmatullah remains a British detainee and the United States does not consider him a security threat, our client remains in detention at Bagram," he said.

He said lawyers would continue to seek Rahmatullah's release on the basis that his detention violated the Geneva Conventions.

One Cobble at a Time - Exercise and Mental Health

Several years ago I met an acquaintance as I was headed out of the grocery store and she was headed in. She was obviously on her way home from exercising at the gym. We chatted for a minute about her regular trips to they gym and about physical fitness in general. ?a gym membership is cheaper than depression meds.? she quipped. I laughed and we parted to go our separate ways.

I?ve thought about that conversation quite a bit lately, particularly on the days when I?m pounding my feet on a treadmill. Over the past several months it has become clear that I have two choices to regulate my emotional state. I can either exercise three to five days per week, or I can find a doctor and get anti anxiety/depression medication. When I try to avoid those choices my emotional state vacillates wildly. My capabilities change. I hate it. I don?t think it is fair. I know that declaring life as unfair makes me sound five years old and I?m mad about that too. I remember the days when I was an extremely stable person emotionally, but things are different now. So I get mad about it and I use that anger to get me to the gym where I?m allowed to be angry at every running footstep I need to take.

I choose exercise, it has better side effects. When I?m not being angry that life is not fair, I am able to be very grateful that exercise does work. Not everyone is so fortunate. I know people who struggle with brain imbalances much worse than mine. I also know that my choices may change in the future. Physiology and psychology are in constant flux. There may come a day when instead of either/or I?m faced with and. In the meantime, I?m once again being mindful and getting my exercise, because taking two weeks off landed me in a place where I wondered if I was going crazy.

I finally understand the quip my acquaintance made. She was not joking at all. She masked it as a joke, passing it off lightly because we didn?t know each other well and parking lots are not good for deep conversation. Now I understand her, because on the way home from the gym I stop at the store and run into acquaintances.
?Oh you?re so good. I should get to the gym more.? They say.
I smile and sometimes I make a light comment, because I don?t want them to feel bad about their choices. My exercise is not about being good and doing the things I?m supposed to do. It is definitely not about being better than anyone else. If I could choose to stay home and stay emotionally stable, I would do that. It would be so much easier. Instead I run because running is better than feeling like I might be going crazy. Running is better than crying.

It feels wrong to be praised for this thing I feel forced to do and which I often do resentfully. I also know how recently I?ve become regular about exercise and how easy it is for me to fall back out of the pattern. Exercise is a new habit and it wears on me in unfamiliar ways. Howard thinks that the resentment will wear away and exercise can be something I just enjoy. Maybe he is right. I know that used to be true. Perhaps it will be true again. A few times I?ve felt the edges of enjoyment, I definitely feel satisfaction some days. Mostly I just get moving because whether or not I enjoy it does not matter as much as the fact that I need it. Perhaps these other emotions will emerge when exercise is a familiar part of my routines, like a comfortable pair of shoes. Right now I need to be grouchy about exercise, because the anger gets me out the door, and when I come home I am more able to do everything else.

Hurricane Sandy begins battering the East Coast

NEW YORK/REHOBOTH BEACH, Delaware (Reuters) - Hurricane Sandy, one of the biggest storms ever to hit the United States, battered the densely populated East Coast on Monday, shutting down transportation, forcing evacuations in flood-prone areas and interrupting the presidential election campaign.

Fierce winds and flooding were expected along hundreds of miles of Atlantic coast and heavy snows were forecast farther inland at higher elevations when the center of the storm moves ashore Monday evening near Atlantic City, New Jersey.

U.S. stock markets were closed for the first time since the attacks of September 11, 2001, and will remain shut on Tuesday. The government in Washington was closed and school was canceled up and down the East Coast.

Nearly 700,000 customers were without power by midday and millions more could lose electricity. One disaster forecasting company predicted economic losses could ultimately reach $20 billion, only half of it insured.

"This is going to be a big and powerful storm and all across the Eastern Seaboard I think everybody is taking the appropriate preparations," President Barack Obama said at the White House.

State governors from Virginia to Massachusetts warned of the acute danger from the storm for the 60 million residents in its path. Ten states have declared a state of emergency.

"There will undoubtedly be some deaths that are caused by the intensity of this storm, by the floods, by the tidal surge, by the waves. The more responsibly citizens act, the fewer people will die," Maryland Governor Martin O'Malley told reporters.

Forecasters said Sandy could be the largest storm to hit the mainland in U.S. history.

Off North Carolina, the U.S. Coast Guard rescued 14 of the 16 crew members who abandoned the replica tall ship HMS Bounty, using helicopters to lift them from life rafts. The Coast Guard continued to search for two missing crew members.

In New York, a crane atop a building on 57th Street in Manhattan had partially collapsed, leaving it dangling high above the street. Police said they were closing the area to pedestrians.

GAINING SPEED

The storm interrupted the presidential campaign with eight days to go before the election.

Obama canceled a campaign event in Florida on Monday so he could return to Washington and monitor the government response to the storm. Republican presidential candidate Mitt Romney canceled stops Monday night and Tuesday.

Sandy picked up speed as it raced northwest toward the U.S. coast at 28 miles per hour (45 km per hour) on Monday afternoon, with top sustained winds at 90 mph, the U.S. National Hurricane Center said.

At 2 p.m. (1800 GMT) the center of the storm was about 110 miles southeast of Atlantic City, New Jersey, or 175 miles south-southeast of New York City. Hurricane-force winds were already being recorded on the New Jersey coast.

"The center of Sandy is expected to make landfall along or just south of the southern New Jersey coast by early evening," NHC forecasters said, adding they expected little change in strength before then.

Forecasters said Sandy was a rare, hybrid "super storm" created by an Arctic jet stream wrapping itself around a tropical storm.

The combination of those two storms would have been bad enough, but meteorologists said there was a third storm at play - a system coming down from Canada that would effectively trap the hurricane-nor'easter combo and hold it in place.

Moreover, the storm was coming ashore at high tide, which was pulled even higher by a full moon.

While Sandy does not pack the punch of Hurricane Katrina, which devastated New Orleans in 2005, it has been gathering strength. It killed 66 people in the Caribbean last week before pounding U.S. coastal areas as it moved north.

'SOMETHING LIKE KATRINA'

In Fairfield, a Connecticut coastal town and major commuter point into Manhattan, police cruisers blocked the main road leading to the beaches and yellow police tape cordoned off side entrances. Beach pavilions were boarded up with plywood, and gusts of wind rocked parked cars.

"People are definitely not taking this seriously enough," police officer Tiffany Barrett, 38, said. "Our worst fear is something like Katrina and we can't get to people."

Further south, several feet of water flooded streets in Rehoboth Beach, Delaware. Police knocked on doors, reminding people there was a mandatory evacuation. While the police took names, they allowed residents to stay at their own risk.

Besides rain, the storms could cause up to 3 feet (1 meter) of snowfall in the Appalachian Mountains from West Virginia to Kentucky. Some people in that part of the country did not have to go to work because of the storm and used the time to vote.

At the Berkeley County Courthouse in Martinsburg, West Virginia, early voting for the November 6 elections was going ahead despite the bad weather, with some 600 people casting ballots by about 1:45 p.m. (1745 GMT)

"More (people) came out today than what I anticipated but a lot of people are off work," Bonnie Woodfall, chief deputy for voter registration, said after fielding a flurry of calls about whether the polls should stay open. "It's neat."

'RECORD-SIZED OUTAGES'

New York and other cities closed their transit systems and schools, ordering mass evacuations from low-lying areas ahead of a storm surge that could reach as high as 11 feet.

By early Monday, water was already topping the seawall in Manhattan's Battery Park City, one of the areas ordered evacuated by Mayor Michael Bloomberg.

He ordered 375,000 New Yorkers to evacuate and told those who remained to leave immediately. "Conditions are deteriorating rapidly and the window for you getting out safely is closing."

New York electric utility Con Edison said it expected "record-size outages," with nearly 35,000 customers in lower Manhattan and Brooklyn likely to be impacted. The company is facing both falling trees knocking down power lines from above and flood waters swamping underground systems from below.

All U.S. stock markets were closed on Monday and will remain shut on Tuesday, with a plan to re-open on Wednesday that depends on conditions after the storm passes.

The United Nations, Broadway theaters and New Jersey casinos were forced to close and more than two-thirds of East Coast oil refining capacity was in the process of shutting down.

Airlines canceled flights, bridges and tunnels closed, and national passenger rail operator Amtrak suspended nearly all service on the East Coast. The U.S. government told non-emergency workers in Washington, D.C., to stay home.

Up and down the coast, worried residents in the hurricane's path packed stores, searching for generators, flashlights, batteries, food and other emergency supplies.

Johnny Lopez, an owner of Best Buy Wines and Liquors in Brooklyn, said he plans - "God help us!" - to stay open all day on Monday and Tuesday.

"Crazy busy yesterday," he said. "It was like Thanksgiving."

Eastern storm could throw retail season off-kilter | MailTribune.com

Some stores will gain from stock-ups before Sandy hit, but others may see sales drop

NEW YORK ? Hurricane Sandy may be delivering early holiday blues for retailers.

While long lines formed over the weekend at supermarkets, discounters and home-improvement retailers such as Home Depot Inc. and Lowe's Cos. as consumers stocked up on essentials and storm-related supplies, many retailers began shutting their doors as early as Sunday and remained closed on Monday.

Feds hope to have jobless report Friday as planned

Los Angeles Times

WASHINGTON ? The Labor Department said it hopes to release October's unemployment report on Friday as scheduled, despite the closure of the federal government on Monday, and possibly additional days this week, because of Hurricane Sandy.

"The employees at the Bureau of Labor Statistics are working hard to ensure the timely release of employment data on Friday, Nov. 2," said Department of Labor spokesman Carl Fillichio. "It is our intention that Friday will be business as usual regarding the October Employment Situation report."

The report on October's unemployment rate and the number of new jobs added that month is the last major economic report before next week's presidential election. And a delay in the report until after the election would fuel conspiracy theories that the Obama administration was trying to withhold negative information.

Sen. Charles Grassley, R-Iowa, said Monday on Twitter that a delay would be "par for the course" for the administration.

"Why release something might hurt Obama elect?" Grassley wrote.

The median estimate of economists surveyed by Bloomberg is for 125,000 new jobs created in October ? up from 114,000 the previous month ? and for the unemployment rate to tick up to 7.9 percent from 7.8 percent.

In New York, for instance, stores closed their doors Sunday afternoon ahead of the city's mass-transit shutdown.

The storm isn't good news for retailers, which are bracing for what's already expected to be an overall disappointing October. Warmer-than-average weather was estimated to have hurt demand for cold-weather merchandise.

Sandy's impact will be felt in retailers' November sales in the critical holiday fourth quarter because the past Saturday marked the end of most retailers' fiscal October. Retailers are scheduled to report their October comparable sales results on Thursday.

"The overall impact is going to be a negative for November retail sales with store closings and consumers hunkering down at home during the storm," Krissy Klinger, a senior international business meteorologist at weather consulting firm Weather Trends International, told MarketWatch.

"Mall-based stores will probably take a big hit as consumers focused on discount retailers (such as Walmart and Target) and home centers (including Lowe's and Home Depot), basically steering shoppers clear of the malls."

Still, Klinger said while discount retailers will have seen a surge in traffic and sales before the storm, they also face a few days of reduced store traffic or store closings and will lose a day or two of sales, especially with lost Halloween sales, leading to "an overall negative" impact.

In New York, Mayor Michael Bloomberg announced that the mass-transit shutdown likely would continue into today. That will translate to continued store closings.

Home-improvement retailers such as Home Depot and Lowe's may be the only segment with a net positive impact as they could see a "small boost" from Sandy overall with consumers stocking up on emergency supplies before the storm and then revisiting the home centers to fix any damage done to their homes, offsetting any negative impact of store closings, Klinger said.

"The overall increase in customer traffic due to consumers dealing with the storm is likely higher than the 'normal' weekly crowd at the home centers," the meteorologist said.

As of Monday morning, 12 Home Depot stores were shut in the New York and New Jersey area while other stores that are open have extended hours with truckloads arriving at stores Monday with new supplies to restock the shelves, spokeswoman Meghan King said, adding more than 300 Home Depot stores could be affected by the hurricane.

Shoppers have been buying plywood to cover windows, fasteners to secure plywood, hurricane shutters, flashlights and batteries, water, ice chests and battery-powered radios, she said.

At Home Depot's rival Lowe's, 62 store closures were scheduled for Delaware, Maryland, New Jersey and New York, spokesman Steve Salazar said Monday, adding as many as 200 stores are in the affected zone. Lowe's has sent more than 400 truckloads of generators and water directly to its stores in the past four days.

At Sears Holdings Corp., tools and generators were flying off the shelves at the Sears chain while consumers were buying perishable items such as food and water as well as blankets at Kmart, spokesman Tom Aiello said. By early Monday afternoon, the company shut 115 stores, with some closings the result of road closures and power outages.

Target, which has more than 200 stores in the affected zone, shut 14 stores as of Monday morning, mostly in New York and New Jersey, and predicted additional closures Monday and into today and Wednesday, spokeswoman Jessica Deede said, adding 16 stores in Virginia were closing Monday afternoon. She said the retailer also has been restocking shelves with essential items.

Walmart said Friday about 800 of the company's stores and Sam's Clubs could be affected by the storm. As of Monday afternoon, 88 of its stores were closed, mostly in Connecticut, New Jersey, New York, Pennsylvania and Delaware, the company said on its website.

Victoria's Secret parent Limited Brands Inc. closed 160 stores on Monday, spokeswoman Tammy Roberts Myers said.

Macy's shut about 130 of its namesake and Bloomingdale's stores in areas from Washington, D.C. up to southern Connecticut and closed its Manhattan store, said spokesman Jim Sluzewski, adding Macy's will continue to monitor the situation store-by-store and make adjustments as conditions change.

"Such events displace demand, but do not destroy demand, displacing demand temporally," said Craig Johnson of consultancy Customer Growth Partners, adding the advance sales might have boosted third-quarter comparable sales at Lowe's and Home Depot by up to 0.4 percentage point in an otherwise-slow quarter.

Hurricane Sandy Liveblog: Sandy to hit New Jersey in next few hours (+video)

The National Hurricane Center has downgraded Sandy to a "post-tropical cyclone," as it approaches the New Jersey coast.?

By Staff,?CSMonitor.com / October 29, 2012

Monday 7:15 pm

The National Hurricane Center is now designating Sandy as a "post-tropical cyclone," albeit one that still has hurricane-force winds:

SATELLITE...RADAR...AND AIRCRAFT DATA INDICATE THAT SANDY HAS CONTINUED TO LOSE TROPICAL CHARACTERISTICS. ?NHC IS NOW DESIGNATING SANDY AS A POST-TROPICAL CYCLONE. ?IN ADDITION...THE MAXIMUM WINDS HAVE DECREASED SLIGHTLYAND ARE NOW NEAR 85 MPH...140 KM/H.

As Sandy transitions from a hurricane to a tropical low, it will stop powering itself primarily by extracting heat from the oceans; instead it will churn as a result of horizontal?temperature differences in the atmosphere.?

Fox News reports that Sandy has made landfall?in southern New Jersey just after 6 p.m., but this has not yet been confirmed by the National Hurricane Center, which reported at 7 p.m. that the storm will hit land within the next hour or so. ?

When Sandy arrives, it is very likely that it will be at or near Atlantic City. New Jersey On-Line reports that the Garden State's governor, Chris Christie, has issued an angry rebuke to Atlantic City mayor?Lorenzo Langford, who did not require residents to evacuate.

The Monitor's Mark Clayton reports that, by 6 p.m., some 2.1 million people were already without power in nine eastern states.

Monday 5:20 pm

With sustained winds of up to 90 miles per hour, Hurricane Sandy is expected to make landfall somewhere along New Jersey's southern coast sometime within the next "couple of hours," according to the most recent update from the National Hurricane Center.?

Sandy is big. The NHC update says to expect hurricane-force winds, that is, winds of more than 55 mph, up to 175 miles from her center, along all portions of the East Coast between?Chincoteague, Va. and Chatham, Mass. Tropical-storm-force winds?(35 mph to 55 mph) are forecast for 485 miles from the center.

Sandy, which is approaching the shore at 28 mph, is not expected to weaken before it makes landfall, although it will very likely become less intense once its eye is over land.?

The NHC warns of storm surges from North Carolina to New Hampshire, with particularly strong surges ? up to 11 feet ??occurring?in Long Island Sound, Raritan Bay, and New York Harbor. ?

Writing from New York City, the Monitor's Ron Scherer reports that?Connecticut Gov. Dannel Malloy?predicts that Sandy would bring two times more water into Long Island Sound than Hurricane Irene, which caused about $19 billion in damages.?

Monday 4:15 pm

The eye of Hurricane Sandy is now 2-3 hours from the coast of New Jersey, according to the latest National Hurricane Center advisory. Winds are still at 90 mph, and Sandy's still moving at about 28 mph. Some have speculated that since Sandy is arriving sooner than forecast, and ahead of the high tide (between 8-9 p.m. tonight), that the storm surge won't be as bad as predicted. But that reasoning may be wrong.

Already the storm surge at New York City's Battery is at 6.1 feet, well above last year's peak during Hurricane Irene. Atlantic City is reporting a 5- foot storm surge. New Haven, Conn. is at 5 feet, and Boston has seas 4.2 feet above normal.

As previously reported, the expected storm surge in the NYC area is 6 to 11 feet. Even if Sandy makes landfall before the high tide, the winds whip around the backside of Sandy will push sea levels higher.

Monday 3:05 p.m.

Hurricane Sandy's barometric pressure has dropped to 940 millibars. Wind speeds are holding at 90 mph, according to the 2 p.m. National Hurricane Center update.?

Sandy is turning toward the East Coast and has sped up to 28 mph. Even as it makes a left turn, "it also is swapping energy sources to become an extratropical cyclone.

The shift from tropical to extratropical tends to intensify the storm for a period, as well as redistribute winds and rainfall in ways that can shift the regions most heavily affected by wind and rain,"?writes Pete Spotts, the science writer for The Christian Science Monitor.

If Sandy retains the current barometric pressure, or it drops further, at landfall, the location would go into the record books as experiencing the lowest barometric pressure of any spot in the US north of Cape Hatteras, according to data compiled by the Weather Underground.

Monday 2:50 p.m.?

Google has put together a crisis map for Hurricane Sandy, which overlays lots of different data about the storm ? including its current position and forecast track, storm surge probabilities, traffic conditions, and emergency shelter locations ? into a single interactive image. ?

Also, be sure to check out this mesmerizing map of wind conditions across the United States. It was developed a few weeks by Google data visualization experts Fernanda Vi?gas and Martin Wattenberg, in part to help people conceptualize the potential of wind energy, but the map is particularly striking on a day like today.?

How does Hurricane Sandy compare with Irene, which battered the East Coast from South Carolina to Maine last year? Take a look at this interactive image from the Wall Street Journal.

Irene was the fifth costliest hurricane in US history.

If you're interested in how Sandy compares to every cyclones recorded since 1851, check out this graphic from the Guardian.?

Finally, if you haven't had enough scenes of reporters getting pelted by sea foam, people buying bottled water, or Fox News weathercaster Janice Dean throwing air quotes, have a look at Poynter's collection of animated gifs of hurricane clich?s.

Monday 1:45 pm

What's all the buzz about Hurricane Sandy's barometric pressure? (And does it have anything to do with inducing labor in pregnant women?)

Hurricane Sandy's barometric pressure is really low, especially for a Category 1 (winds between 74-95 mph) hurricane.

Generally, the lower the barometric pressure, the higher the winds.

Barometric pressure is a measurement of the weight of the air. "Baros" is Greek for weight, and the Greek word for measure is "metron."?A barometer measures the weight of a column of air directly above a given point in terms of inches or milibars of mercury displaced.

The normal sea level pressure is 1013.25 millibars.

Hurricane Sandy's barometric pressure was 943 milibars Monday morning, according to the Hurricane Hunters, the US Air Force pilots that regularly fly into the eye of hurricanes. That reading was a drop from the previous reading, indicating an intensification of the hurricane.

Hurricane Sandy's barometric pressure is now roughly equivalent to the typical Category 3 or Category 4 storm on Saffir-Simpson Hurricane Scale. But Sandy is not a typical hurricane; it is, in the words of ?Weather Channel meterologist Stu Ostro,?a?"meteorologically mind-boggling combination of ingredients."

But we digress from role of barometric pressure. Suffice it to say, Sandy's barometric numbers are low, and they are helping make it a very big storm.

How low are Sandy's barometric readings??The storm isn't (yet) in the US Top 10 most intense (as measured by low barometric pressure) hurricanes. But Sandy's getting close. No. 10 on the list was a Hurricane Carla, a 1961 Category 4 storm with 931 millibars.

The lowest barometric pressure ever measured in a US hurricane was 882 millibars, in Hurricane Wilma in 2005. Wilma had sustained winds of more than 185 mph, making it a Category 5 storm.? The cyclone with the lowest recorded barometric pressure in the world was the 1979 storm Typhoon Tip, in the western Pacific Ocean, with a measurement of 869.9 millibars.

Why does a lower barometric pressure in the eye of the storm produce higher winds?

"Wind is a result of forces attempting to balance. As the pressure lowers in the center, the air spiraling around the eye must spin faster to offset the greater ?slope? (gradient) of the pressure surface," according to Steve Lanore, who uses the analogy of a ball spinning around the edge of a bowl to explain this.

There's also a good graphic of that explains the correlation between barometric pressure and hurricane wind speeds from the University of Illinois at Urbana-Champaign.

Oh yes, is Hurricane Sandy likely to induce labor?

Most obstetricians who have looked at this say no. But the theory has some logic to it. Some have put forth the idea that as the atmospheric pressure drops, there's less pressure on the amniotic sac membrane, and it spontaneously ruptures ? causing the woman's water to break.

But Dr. Salih Yasin, a practicing obstetrician for 25 years in Miami, who told My Health News Daily that he has not seen any increase in women going into labor during hurricanes. And Florida gets its fair share of hurricanes and tropical storms. He mentions two studies ? one in Houston and one in Miami ? that show no correlation between falling barometric pressure and births.

?
Forecasters are warning that storm surges will be particularly strong thanks to the high tide, which coincides with the full moon.?
What does the amount of light reflecting off the moon have to do with the tides? Our friends at OurAmazingPlanet explain that the tides are influenced not just by the gravitational pull of the moon, but also that of the sun:

At full moon, the Earth, sun and moon are arranged in a line, with Earth in the middle. Tidal ranges are especially high at this time because the gravitational tugs of the sun and moon on our planet reinforce each other. The same effect is felt at new moon, when the three bodies all line up, with the moon between Earth and the sun.

During periods of high winds, a spring tides makes storm surges more severe. AccuWeather quotes MIT atmospheric scientist Kerry Emanuel, who calls storm surges "interesting," a word that scientists often use as a synonym for "very bad."

"They are one of the major sources of damage caused by hurricanes," says Emanuel. "They are like tsunamis but they are not generated by earthquakes but by hurricane winds."

Monday 11:15 a.m.

Hurricane Sandy is strengthening, and moving a little slower as it starts its turn west, according to the 11 a.m. National Hurricane Center advisory.
Sandy now has maximum sustained winds of 90 mph, up from 85 mph at the 8 a.m.

It has slowed its north-northwestern movement from 20 mph, to 18 mph. And is expected to make landfall this evening "just south of the Southern New Jersey coast."

Monday 10:50 am

If high winds and storm surge weren't enough, several states are now experiencing snow as Sandy mixes with the low pressure ridge along the East Coast, in the Appalachian range, some higher elevations of North Carolina and Tennessee are already getting snow.

?And the National Weather Service expect blizzard conditions in some higher elevations of West Virginia.

Atlantic City flooding as storm surge begins

Monday 9:10 a.m.

With the arrival of the morning high tide, flooding has begun in the streets of Atlantic City. There are unconfirmed reports that parts of Atlantic City's boardwalk have collapsed.

In Atlantic City, winds are gusting to tropical storm strength. All 12 casinos were shut down at 4 p.m. Sunday after Gov. Chris Christie declared a state of emergency for the entire state.

By 7:30 a.m., the streets immediately around the new Revel casino and hotel were covered with more than a foot of water, witnesses said.
Parts of Black Horse Pike in West Atlantic City, Route 30 and Route 9 in Absecon, Route 559 in Somers Point and Route 322 in Hamilton are already flooded, county officials said. Roads in Hamilton Township and Mays Landing were also impassable, reports NJ.com.

In Cape May the ocean has also breached the main oceanfront drive, Ocean Avenue, near the city's southern end, the Associated Press reports

New Jersey is also seeing power outages. As of 3:30 a.m., PSE&G is reporting 829 customers without power due to the early effects of Hurricane Sandy. Of that total, 794 of the outages are located in Deptford Township in Gloucester County. As of 5 a.m., JCP&L reported about 5,000 customers without power in Burlington and Ocean county, including more than 4,000 in Toms River, reports NJ.com.

The National Hurricane Center 8 a.m. report indicates that Hurricane Sandy is now starting to pick up speed (moving at 20 mph) and turn west. The blocking high pressure area in the north Atlantic will send Sandy on a sharper turn toward the coast later Monday morning.

Air Force hurricane hunter aircraft have clocked Sandy's sustained winds at 85 mph, with higher gusts, as far as way as 175 miles from the eye of the hurricane. As we've said this is a BIG storm. Tropical storm force winds (above 39 mph) extend almost 500 miles from the center of the storm. That means tropical force winds are now pummeling the coasts of New Jersey, Delaware, and Easter Virginia.

From the National Hurricane Center report: WIND...TROPICAL STORM CONDITIONS...OR GALE FORCE WINDS...ARE ALREADY OCCURRING OVER PORTIONS OF THE MID-ATLANTIC STATES FROM NORTH
CAROLINA NORTHWARD TO LONG ISLAND.? GALE FORCE WINDS ARE EXPECTED

Storm Surge Outlook

?

Monday 8:15 a.m.

As predicted, Hurricane Sandy has strengthened in the last 24 hours. It has begun it's turn toward the? East Coast. The barometric pressure has dropped to record levels, the winds have picked up to about 85 miles per hour, and Sandy has grown in size. Sandy now spans 1,000 miles. While it's still at least 300 miles from landfall, tropical storm strength winds (sustained winds above 39 mph) are already being felt on shore.

Record storm surges are expected, which is why hundreds of thousands of residents from Maryland to Connecticut were ordered to leave low-lying coastal areas. Some 375,000 people were ordered to leave lower Manhattan and other parts of New York City.

NOAA and the National Hurricane Center are predicting storm surges of 6-11 feet in the New York City area. How bad is that? For context, during Hurricane Irene last year, the storm surge at Battery Park hit 4.4 feet. The maximum surge during Irene was 4.5 feet in the New York City area, at Kings Point.

Currently, the storm surge is already at 4 feet at Kings Point, according to the Weather Channel.

Here's the National Hurricane Center 8 a.m. outlook on storm surge:

NC NORTH OF SURF CITY INCLUDING PAMLICO/ALBEMARLE SOUNDS...4 TO 6 FT SE VA AND DELMARVA INCLUDING LOWER CHESAPEAKE BAY...2 TO 4 FT UPPER AND MIDDLE CHESAPEAKE BAY...1 TO 3 FT LONG ISLAND SOUND...RARITAN BAY...AND NEW YORK HARBOR...6 TO 11 FT ELSEWHERE FROM OCEAN CITY MD TO THE CT/RI BORDER...4 TO 8 FT CT/RI BORDER TO THE SOUTH SHORE OF CAPE COD INCLUDING BUZZARDS BAY AND NARRAGANSETT BAY...3 TO 6 FT CAPE COD TO THE MA/NH BORDER INCLUDING CAPE COD BAY...2 TO 4 FT MA/NH BORDER TO THE U.S./CANADA BORDER...1 TO 3 FT

Eric Church storms CMAs by doing it his own way

NASHVILLE, Tenn. (AP) ? Eric Church expects to be angry when he walks out on the stage to perform during the Country Music Association Awards.

The rising country music star will cap a long journey as the top nominee Thursday night, but that doesn't change anything as far as he's concerned. He's always angry when he walks onstage.

"I have a huge chip on my shoulder," Church said. "I got that from how we got here, and I think it's a good thing. When I walk on the stage, I carry all the times that other artists got other things, we couldn't get a song played because of who we were versus the song's merits, or the times we had to play 12, 13 days and still were broke. All those things I carry on that stage. I think it makes me a better performer and I think it makes it better for the crowd. I'm not going to lose that, regardless of the nominations."

In 18 months, Church's relationship with the Music City machine that runs popular country music has turned upside-down. Long an outsider, he's been shunned for his hard-edge sound, lack of hits and even his choice of eyewear. There was a tip of the hat to his growing popularity last year when Church got to play part of his song "Drink in My Hand" during the CMAs. "Drink" went on to become Church's first No. 1 and a year later he's got a leading five nominations, including album and male vocalist of the year. He's also got a primo performance slot on a show that will likely draw 16 million viewers when it airs live at 8 p.m. EDT on CBS.

Church acknowledges he did everything wrong on his journey to this point. That's what makes it all feel so right.

Almost every decision ran hard against conventional Music City wisdom, yet since the release of "Chief" in 2011, the 35-year-old has done no wrong. That album debuted atop the Billboard 200 all-genre album chart and went platinum, scoring heavy sales for his back catalog. He launched his first headlining arena tour. And the rise of "Springsteen" to the top of the charts further proved Church has overcome radio's resistance, the largest hurdle to a widespread country audience.

Country star Jason Aldean, a friend of Church's, believes that unwillingness to compromise is as responsible for his growing audience as his hit songs.

"He's never tried to conform to what Nashville or radio or anybody else thought he should be, and I think early on in his career it cost him a little bit," Aldean said. "He wasn't getting that radio success. But I think when he started releasing songs like 'Homeboy' and 'Springsteen' and some of that stuff, they're just great songs and really different. I think those kind of things let people know that's who Eric Church is and it really kind of set him apart from a lot of the other acts that are out there."

Church jokes about the decisions he's made and says a lot of it was simple survival. But the North Carolina singer-songwriter and his manager, John Peets, knew the key to success early on. It was just a matter of waiting for everyone else to come around to their point of view.

Peets said he heard it in early demos Church recorded while chasing a record deal.

"A light bulb went off," Peets said. "I'm from a dirt road in Ohio and I was just like every guy that I grew up with would be, drinking beer to this. ... It just resonated very instantly with me." From there, it was about honing "a fine point on a point of view."

That point of view was initially "off-center," Peets said, when it came to the way business was being done in Nashville. The mushy middle of country's demographic has long been women over 30. Since that crowd didn't seem interested, Church and Peets ignored it.

They hired rock 'n' roll producer Jay Joyce to make sure the music was as hard as possible, feeding on an '80s rock vibe that resonated in Church's youth. And he geared his live show to the people he saw staring back at him every night ? young, often angry, men with beer bottles in hand and fists in the air. Church did interviews with magazines decidedly uncool with country's core like Playboy, Penthouse and High Times, eschewing sure things like the morning talk-show circuit and heavy radio promotion. His crowd wasn't up early and they weren't listening to the radio.

"They weren't somebody that were a very sought-after demographic, except for us ? because, you know, I'm a guy," Church said. "And we make guy music. That's who we saw in these bars and these clubs, and they were seeking it out. And they were telling people about it and they were spreading the word. And then it changed in the format. All I hear now is people going, 'We want to improve our guy numbers. We want to improve our 25-to-34 male numbers,' and all these things. We built it on that demographic's back."

Church enjoys the focus the CMA's voters have put on him but plans no changes in his way of thinking.

"I feel like all we're doing is what we did back then; we're doing it on a bigger scale," Church said. "I think more people are paying attention now. It certainly makes me feel good that we stuck to our guns. If you ask me about being kind of in the middle of things, I like the edges. So for me it's about staying out there on those edges and being able to do something different every time. I think that's how we got here."

Anarchy in the UK: British govt fumbles 'war on gang culture' ? RT

British riot police arrive in front of a burning building in Croydon, South London on August 8, 2011 (AFP Photo)

Chaos and violence are on the rise in the UK a year after the PM declared a war on gang culture, a study revealed. Police aggression and a refusal to tackle the root causes of delinquency are reportedly the main issues hindering the initiative.

On Monday, the Center for Social Justice (CSJ) released a damning report titled ?Time to Wake Up.? The study criticized the steps taken by the UK?s coalition government over the last year to curb the problem of rising social unrest and delinquency.

The investigation roundly condemned the government?s heavy-handed approach as exacerbating the problem, citing a perception in the government of the riots as a ?random one-off? that can be managed by an elevated police presence.

?They could not be more wrong. The alarming fact is that many streets across the country are besieged by anarchy and violence. There is no control in such neighborhoods,? the report said. It also notes an increase in violence among younger gang members, and in the number of women joining gangs.

In the wake of the mass rioting that swept the UK last summer, PM David Cameron launched an ?all-out war on gang culture,? maintaining that gangs were at the root of the social unrest. The CSJ report cited statistics showing that ?individuals who have links to gangs are believed to be responsible for 16 percent of London?s total drug supply, nearly a fifth of stabbings, half of all shootings and 14 percent of all rapes.?

The CSJ argued that the 10 million pounds the Home Office allotted last year to combating gang culture had been poorly distributed. Some organizations designated for funding did not receive money due to a lack of awareness, which the report describes as indicative of a ?complete disconnect between what goes on at the policy level to what goes on on the ground.?

?

?Negative, discriminatory and aggressive police behavior?

The CSJ said that aggressive policing could be one of the main drivers of the increase in gang crime over the past year.

?Negative, discriminatory and aggressive police behavior, if not perpetuating gang culture, actively hinders attempts to tackle it,? the study said, adding that according to a CSJ survey, 57.7 percent of respondents believed the police?s relationship with young people had not changed since the riots, while 13.5 percent said it had worsened.

The organization expressed particular concern with the police policy of targeting gang leaders. Referencing the arrest of over 200 ringleaders in London over the past year, CSJ said their removal had led to the creation of volatile power vacuums, potentially paving the way for chaotic power struggles between younger gang members.

?

Brute force and ignorance

The UK government?s attitude towards gang violence will only yield short-term results, the CSJ argued, adding that the underlying issues need to be addressed if there is to be any long-term resolution of the issue.

The study described the current strategy as ignoring the root causes of the violence, such as family breakdown and dysfunction, drug addiction and unemployment: ?It takes years to work with gang nominal. Preventative work to discourage young people from joining gangs has ?fallen off the radar.?

The growing gang culture in the UK hit the headlines last year when thousands of young people took part in riots across the country, looting shops and damaging property.

Mass riots in London were triggered by the police shooting of suspected criminal Mark Duggan, The circumstances surrounding the incident are highly controversial: Some claim Duggan was unarmed when he was gunned down by an officer. The government attributed the ensuing violence and social unrest to a degraded youth culture.

How to Fit Workouts into your Schedule? Health and Fitness

Are you swamped with family, work and life responsibilities that are preventing you from working out? Are you missing your fitness goals due to the lack of time? Do you often make exercise plans only to abandon them within a week? If your answer is ?yes? to any of these questions, then here is some good news for you. Experts contend that the duration and place of workouts is not important. This means that you can gain the same benefits from three 10 minute sessions as you can from half an hour of dedicated gym session. The key here is to make minor tweaks to your routine so that you can fit these smaller sessions into your daily schedule. Working out in a way that maximizes the benefits without disrupting your schedule is the key to success. Here are some easy ways to do it.

Plan your sessions

You need to plan in advance if you want your workout routines to be effective. You are more likely to miss workouts if you do not have a plan in place. Record all your weekly obligations, appointments with doctor, deadlines to meet and projects to complete in a journal and plan your workouts around them. You could plan a small session in the morning, one during your lunch break and one after dinner.

Work out at work

If you decide to split your workout into shorter sessions, then you have to make every break count. Go for a short walk around the office block during your lunch break. If your office has a gym, make use of it to fit in a short workout after office hours.

Work out at home

Not having the time to hit the gym regularly is not an excuse to not exercise. There are plenty of ways to workout from the comforts of your home. You can dance around to a music video for 10 minutes or jog on the spot for ten minutes while you watch TV. You can also do some cleaning around the house during weekends or run errands on foot.
